They made their appearance in the series, remember "The Dark Side of the Swat Kats," but how was that they were the villains? Well this is my version:

After being wrongfully expelled from Enfocers, Jake and Chance were initially returned as vigilants, however during the course in which they built their jet, were the subject of ridicule and abuse by their former co-workers who were angry that ridiculed the police force trying to stop Dark Kat alone, because of all that Jake and Chance change their minds about being vigilant, they decide become criminals to avenge Enforcers and humiliate Feral again and again to society

Their successful robberies soon attracted the attention of the Deputy Mayor Callie Briggs, a corrupt woman he saw in them (along with Dark Kat) to seize the key policy of the city as mayor

Sus atracos con éxito atrajo pronto la atención de la asistente del alcalde Callie Briggs, una mujer corrupta que vio en ellos (junto con Dark Kat) la clave para apoderarse de la política de la ciudad como alcaldesa
